how do you develop the matrix of consequence and Likelihood of the Risk before starting the risk assessment exercise

Using a project you are familiar with identify the top ten risk factors. Design risk, opportunity analysis and risk analysis matrix and map out identified risks. Based on you matrix advise the project manager on the best possible strategies to mitigate risk impact.
