Sally Swing was actually a proposed replacement to Betty Boop, but her character never catched on, probably because Betty Boop would have lost all the popularity and Sally Swing would have overshadowed her, which I don't know how she would because she had great character in this short.

I didn't know until today that Rose Marie (aka "Baby Rose Marie") voiced Sally in this short. She'd later play "Sally Rogers" in the 1960s sitcom "The Dick Van Dyke Show." She remained active in television and films until the 2010s. She lived to the age of 94 (b. 1923 d. 2017).

My opinion: Sally just didn't have the resonance needed to establish herself as a full-blown feature character. For one thing she wasn't drawn especially well. Steps going down for Betty with her longer skirts.
