They definitely can be. I've tested some of them already. They can take on Hypersphere and Slingshock but they obviously have a disadvantage in Hypersphere and Slingshock stadiums.

My wife and I just picked up this exact matchup except we were playing in the surge speedstorm volt stadium and it's a very different experience. Unfortunately Joker will lose a lot of energy on the walls and Luinor's attack mode on the driver can really shine. Still some very spectacular battles tho even when Luinor is basically dominating. Joker would even burst just hitting the wall... so much power !! The pro series is killing it
