It's crazy that envy could not face his own shadow and just decided that suicide was a better choice than to look into the mirror that humans projected unto him. It's very sad but this also happens in real life. Some people would rather kill themselves than to try to understand the root of their own self hatred.

To be honest, I think Envy hesitated to kill Riza because he knew that then mothing and no one could save him from Roy's fury. Which would be fair
