My senior citizen mother would not stop driving even though her mental and physical health had clearly deteriorated due to age. We took away her car keys then her car to insure she did not hurt herself or someone else.

One day the sheriff came to us and said that he caught my mother weaving and driving too fast. I tried to follow her one day and could not keep up. So we decided to take the car away. I disabled the engine so it would not start. She asked me to check it out, so we toad her car to away (to the shop, we told her). Then we told her the car was unrepairable. She accepted that and started using the retirement home transportation. These thing have to be done if you love your elders and of coarse others in the community.
