Just my observation, maybe just over year ago (March 2023?) Biden addressed our Canadian Parliament and he was absolutely on point. He made our our Conservative opposition party turn different facial colours when he talked about unions and wealth inequality. As an NDP supporter I was heartened and stunned in a good way. As an outside Canadian observer, I would automatically fire folks on the pay roll giving outside counselling. Get different counselling and coaches.
