Every once in a while you get a good owner, GM, Coach, roster set up, but it is so rare that it is almost random. Like Monkeys at a typewriter. No wonder the Chiefs and Patriots owned the 21st century. The buck always stops at the owner, because they have to hire and empower everyone else. And most owners are TERRIBLE! :D
