I loved Bill so much, but her entire time with The Doctor, the writers just shat all over her. I mean, pure torture in every episode. I've never seen a character roughed up so much.

Basically a bunch of alien monks came to earth and said the earth is going to end, that they will save and rule the world and that the people of earth will consent to it. The doctor (the old guy) went to find what was going to end the world and bill stayed behind with the monks. The doctor was going to save the world but he was blind and couldn’t put in a passcode; bill found out and consented to the monks saving the earth and ruling it so long as they gave the doctor his sight back. Then in this episode bill finally finds the doctor after a few months of the monks ruling and she finds the doctor working for the monks. That’s basically where the short picks up

In a previous episode, an alien race called "the Monks", attempt to invade the Earth, but their methods are much more insidious than flat out invading; rather than an aggressive takeover, they ask for permission to seize control, usually in exchange for a request made out of compassion or love. The Monks told the world leaders that all life on Earth would be doomed to extinction by a bacterial plague, and that they could prevent it if the world leaders asked them to do so. However, the Doctor managed to find the lab which would have been ground zero for the bioweapon, and prevented its release into the world, but was trapped with it, as he couldn't see the combination dial on the locking mechanism of the lab chamber, due to losing his sight in an earlier episode, meaning he could only see shapes, not features. Bill, frustrated, beseeches the Monks' help, offering the Earth if they give the Doctor his sight back and allow him to escape. Since her request was made out of love, they agreed. A few months later, which is when this episode was set, the Monks have effectively taken full control, planting the idea that they have always been on Earth throughout human history and have taken care of mankind, but some humans, like Bill, are immune to the Monks' powers of misinformation.and attempt to resist, and Bill believes the Doctor, who is seemingly in cooperation with helping spread the Monks' propaganda, is being held prisoner. Bill finds him, but he seems to be going along with the Monks, believing that humanity needs an alien race to maybe take the reins from humanity and guide the Earth. However, it was all a ruse, and he needed Bill to believe that the Doctor had given up in order to determine if Bill was free of the Monks' influence and fight back, and he had spent his time supposedly working with the Monks to try and find a weakness. This scene is around the point where Bill is about to discover the truth.
