In D/P transaction, I believe that the document shall be released by the presenting bank to the importer once the Importer settle the payment as stated in the BoE or Commercial Invoice. Therefore in this case the exporter should be secure in term of the payment risk from the importer. It would be different if the scheme of payment is D/A. Importer having the privilege to accept but on the maturity date they may have the chance to avoid the payment by escape from the presenting bank

I still can not understand how the importer took the goods from NVOCC2 without having the original house bill of lading.

Normally a shipping firm needs to have a receipt in my mind for the delivery however I think in this case study the Atlanta shipper was simply a front company or one you set up only to be the lawfully looking entity in a fraud.
