Can an inhibitory neurotransmitter also cause specific ligand-gated-ion channels to open which will cause cations (probably potassium ions) to diffuse out of the cell thereby making the inside more negative and hence harder to initiate an action potential?

no, that is why sometimes your finger gets cut and it has been bleeding without letting you know until your eye catches it.
