I think he is saying "signal". May the journey is recorded. That's why he proves he is alert at every signal.

There are two main types of railways in Japan: standard gauge and narrow gauge(3 ft6 in), with JR and some private railways using narrow gauge. The Shinkansen is standard gauge.
What is the driver is saying. Sounds like "before". Is it a voice controlled engine? Thanks for calling "driver". Here in India some fools call them loco pilots.

The driver mainly checks the signal and if the signal indicates "proceed", he points to the signal and says "proceed". They also make vocal confirmation actions when checking stops and instruments.
