Possibly a stroke or diabetes. The staring off could be a symptom of either. But the shaking and mobility disruptions (slumping of his left arm, general loss of body balance) could indicate neurological issues which can accompany a stroke. Praying, in Jesus' name, that God will bless his health but, more importantly, that he will repent and turn back to God.
