I think (close to your method #1) we can create an adjustment layer by selecting an effect and add key frame in the inspector Cropping section. It reduces to one top adjustment layer that you use only on section of the video you want. So the movie stays 16x9 in introduction of the scene and become more cinematic 2.35 with black bar for the footage.

what is when the second metheod is blurred out so the aspect ratios are blurred out

You can create an effect to add adjustment layer and activate the cropping section in the inspector, and add key frame to make dynamic if you want. So only one layer ob top of everything separate from your movie. You can even start 16x9 and switch with ease in and out to cinematic for a nice introduction or leave it static and apply anywhere you want several times by copy and paste
