Actually, I think that was an error. The UN Assemblies have simultaenous translators. The delegates slip on earpieces through which translators interpret the various languages spoken in the room to the listeners' native one. That way, the proceedings need not be constantly interrupted by translation before replies. Of course, Ramonda being queen, it's entirely possible that she's fluent in several languages. Heck, given how advanced Wakandan technology is, I wouldn't be surprised if the Wakandan degation had some instant personal translation devices that Shuri invented.
