For modeling in general you don't need a powerfull pc, but for fast rendering it requires some decent GPU, you can check minimum requirements in Blender Website

Hi and thank you for the comment, we don't cover animation at all, that is not really my field, and I think animation is a more advance topic, not for beginners.
