To install the Isocam addon, open Blender preferences, go to Addons and click the Install button on the top side to navigate to this zip file. After that just activate the addon with a checkbox.

That's a bit complicated, you would need to enable particle collision or avoidance (boids?) but I'm not sure how that would affect looping

Is there any way to create a seamless loop with a particle system? This technique you mention works for making looping particle systems, but I think the loop is not truly seamless 🙂 .

P.S. My bad! It is looping seamlessly, but it is necessary for the end frame of the particle system to match the end frame of the timeline.
