I'll be real with you. I was saying everyone saying fresh is coping and even the streamers are. I said it was likely a miscommunication. The last few days I'm starting to think they ~might~ drop fresh. I was on layer 4 on defias HC, the server pop has jumped from low to medium for a little bit now. I'm having to go inside more caves to get my quest mobs instead of just getting the guys on the outside cause there's like five people leveling right next to me at almost any given point it feels like. So idk. Maybe it happens. They can always merge them later, not like it's a long term issue for blizzard and it's easy good will.
