Bloody reach is busted

I’m running a R10 bloody reach which should increase all my damage by 24% at 8 yards. But if I attack at distance I do quite a bit less damage then if I’m right in the dummy’s face. My primary does not have a distance penalty like the blood knights does so I do not understand what is happening. At this point I can’t see any justification to running this when I could use any other gem and it would boost my damage.
