It happed in the late 90ds when farms starting becoming mega farms on the land between the finger lakes especially between owascp and cayuga lake

Actively remove nutrients from the lake. On shorelines remove dead algae and other plants that accumulate. Prevent them from recycling nutrients. Or remove as many Zebra Muscles and Quagga muscles as possible. Voters should not be complacent about this they need to elect politicians whose number one priority is restoring the Lakes.
