I think builder talent may go well with treasures, food, and clues.

Thanks for the review. In my opinion, Eluge would work well in at least a mono-blue Djinn deck. It becomes possible, starting from turn 4-5, to cast a regular counterspell for free. And later something like Flow of Knowledge.

The problem is that it's pretty worse in most important ways for that deck compared to the Tolarian Terror, so it likely doesn't have a spot. And by the time the next year rolls around it's going to need a whole different deck because then Haughty Djinn will be gone.

Builder's Talent could maybe be used in a Planeswalker deck.

I mean you *could*. But in the end that's probably just a "giant removal pile" control deck leaning on the 6mv Wanderer and can live with or without the card. But it's an early blocker if nothing else. Basically just a less impressive version of Elspeth Conquers Death.

There's already plenty of enchantment hate. And there were a couple cards printed in this set as well.

Descend decks never really took off post Caverns, do you think that any of the new green/black cards help that? Or is descend still in a rough spot?

The thing is, there are only a couple of Descend card worth playing. It's not the mechanic that's the issue. It's just the cards that have it don't really have worthwhile payoff compared to non-Descend options.
