Last time I checked, the Pilot/Pilot Episode is usually based off of the first episode. I don’t think that the writers preplanned the other characters to be in the show.

Other way around. The 1st episode is based off the pilot, or the series as a whole is based off of the pilot. Though that's changed since studios and creators have decided to go with the first epieode as the pilot episode. Pilot episodes are created in order to either get a series greenlit or to use it as a pre-screening with an audience to gauge reactiosn and engagement. That sort of changed in the 2000's when a creator or team would simply do storyboards and pitch that to the studio coupled with a rough "pilot" episode. Every studio is different though so take what I say with a grain of salt.

To be fair, even though it is just a theory, Easter eggs can come from prior shows and roles an actor plays. So for all intents and purpose, Kevin probably pitched some ideas that came into he show due to his role in Law and Order. Even though he has Autism, they can hallucinate just like anyone else and maybe due to what happened to him, his mind was starting to fry and he imagined all this is what his world looks like to him and not us. The actor can also end up playing some parts of what he wanted in the show and people loving it so much that he became a "Detective" of sorts for the show. Plus we can also say that he could eventually be in a purgatory like state especially after leaving since we never see him again and l later on since he is dead and even if he is not dead, this could pose as a mental break in his psyche. Anything can happen in La la land but in reality, he could be a hurting and in pain adult that needs an escape. I like Bale's theory's. He makes some good shit. Also the last bit make's sense since he is fading out and dying, so you do end up having your life flash before your eye's except that this is the end, no one see's Blue but Kevin and his perception is warped now and he's finally as an "Actor on Stage" gets to be on the tippy top, Kevin fade's on the ground and dies which is him exiting the show
