Yeah, that’s part of Electric Counterpoint mvt. III, “FAST”. They’re playing the bass line originally written for 2 bass guitars on opposite sides of the room. The 8th note trumpet motif right after this section is the main melody of that movement.

Don't want to sound like a smart ass, but this transcription is a little misleading. The rhythm and notes are correct, but the tubas are split into 2 separate parts rhythmically and are sharing one melodic line. The musical term for this is "hocket", Adam Neely made a good video about it.
