The reason why Socks is the only character to act like an actual dog is because she is a baby so she walks on all fours and does not speak. When she gets older she would be like the rest of the characters.

Fun fact: socks is walking upright and acting more like the other kids in the newer episodes. This implies that all the characters in bluey for their first year or so of life act like normal puppies until they grow into the rest of their sentience. It’s honestly really interesting world building for nonhuman characters, I can’t think of any other media that’s done it.

Apparently, the original idea with Socks is that babies in this world act like puppies. The barking and walking on all fours is like a baby crying and crawling, and it also makes sense when Bluey and Bingo act like typical dogs by barking and whimpering but their parents don't: it's seen as juvenile behavior. No one one the crew remembered this in time for Baby Race, which explains the inconsistency of the human-like babies.
