@@glennoc8585 They don't, it is an illusion tourists get from visitng cities that have universities, lots of young people and a certain bourgeois attitude (=lots of bilingual private school students), like Munich, Stuttgart, Hamburg or Dusseldorf. If you leave the tourist areas in cities like Cologne, Frankfurt or Berlin, or visit smaller cities or the countryside, you'll notice most people actually have difficulties with the english language, especially older people and those from a working class or immigrant background.
