When the game commission allows a quarter of tags drawn to out of state hunters, it is a waste. It's bs. With the little amount of tags allocated ,out of state hunters should be capped at 5 percent if not at all. IMHO

I know out of state hunters should not be allowed at all to hunt pa elk or if they haft to they should get a chance at a cow tag and a bull tag only
