Besides, Hancock is a notorious pirate, it was impossible from the start.

It’s being shown time and time again, how much Oda put emphasis on the importance of Momonga character as the new crop of Marines that might replace Akainu generation after the final saga. (spoiler for Red Movie below) He was also being called to join the raid against Uta eternal concert. That's a bit too far of a stretch. The use of "Wara" is to emphasis Hancock's elegance and noble-ness. Hancock spoke in a very elegant and delicate way to speak in general. She used "Sonata" to refer "You" instead of Anata (the already very polite neutral version)/Kimi/Omae/etc. The Japanese readers said the way she spoke feels like poetry, even reading it in manga makes them able to FEEL her elegance and dignified grace. "Wara" is just a very dignified way to say "I", it didn't mean they have to be from Samurai-descent.

They ultimately all have good ideals: Marines bring justice and security, Pirates (at least in One Piece) ideally are adventurers for the sake of adventures, party with friends, freedom and stuffs and the revolutionaries free the world from tyranny. But since they encompass such large groups of people coming from all type of backgrounds: There are upstanding as well as scummy individuals in both. Marines have in their ranks guys like Koby or Smoker who really make the world a safer place, but they also have lots of others incompetent, power angry officials or downright fanatics that apply the absolute "I don't care that I sink a refugee boat as long as the criminal might be in it" kind of justice. Pirates obviously have people that juste want to explore the world freely like Luffy or at least have regards for civillians and then pirates that act more accordingly to their real-life counterparts As for the Revolutionaries I don't recall we have seen some bad apples among them yet but it wouldn't surprise me that in such a worldwide revolutionary organization some of them adopt a more radical way of "freeing" countries by going full Robespierre on their ass.
