I have known boats reflag to avoid being constantly boarded by the US Coast Guard. The suspicion was often "safety checks" were an excuse to search for contraband, however, fines for minor infringements are common. As one friend put it "this boat is my home, my home on land the Police would need a warrant to enter, why not at sea?".

Because you’re not on land, if you’re in federal water, the coast guard can board you for no reason except to make sure you’re in compliance with federal laws. For your safety, and the publics. See 14 USC 522

A very indignant friend of mine got boarded in the middle of the Pacific and given a ticket for an expired fire extinguisher. Like most things, there is a balance to be struck. Are regulations being driven by real-world problems or by regulators feeling the need to justify their existence by adding more regulations? Are there more problems in say western Europe where enforcement is less zealous?

And him being cited for an expired extinguisher while he’s in the middle of the pacific is exactly my point. 2 of the many missions of the coast guard are law enforcement, and search and rescue. We do Law Enforcement to prevent having to do search and rescue.

Yes, If we find it, you can be cited or detained, but we do these types of recreational boardings with the sole purpose to inform the boating public on safety and make sure they’re in compliance. Majority of the time, even if there are citable offenses, we won’t cite the Captain, just inform them. Unless it has to do with real safety. No fire extinguishers, flares, PFDs etc.

I would trust the seaworthiness of a US, Canadian, or European boat fairly equally. However, I don't believe in random stop and search without reasonable cause. An annual or biannual coast guard inspection should be sufficient. As Ronald Reagon said "the scariest sentence in the English language "I'm from the government and I'm here to help you""

You had a very pleasant experience with the Coast Guard. Most of them are. Coast Guard once decided to pull us over, and board while we were docking at MCCS Camp Pendleton. Coast guard at first couldn't understand why we were allowed to dock in that part of the Marina. Didn't take long for the driver of the car that was sent to meet my friend, a retired Marine Corp Colonel, to call Misson Control, and declare "We have a problem". No video exists of the pissing contest that took place between those two branches of our armed forces. Even if there were, I couldn't post it. Another time we were held in place for 4 hours before we could go through VANDENBERG AIR FORCE BASE restricted water because they where about to fire a rocket. The rocket was scheduled to launch 10 hours before. Never approach a "WTF is that" to take a closer look. No it was not a UFO. We were waved off at about 750 yards from it. Never planned on getting closer than 50O yards. Once we returned to US territorial waters the Coast Guard pulled us over. Nothing but a pleasant experience happened that time. No mention of our encounter with the "WTF is that"".

Great video, I went through a similar experience outside of San Diego when the Coast Guard boarded my 45 foot Catalina as we where sailing south from LA, took them 1.5 hour to go through the same inspection. So leaving the boat we where on a good heel and I watched as I knew one them was going to go swimming, but they made it. I grabbed that yellow sheet as a right of passage and wanted to frame it and put on a wall in the boat, well I set on the center console in the cockpit and when I removed the cover, it went flying overboard, damn thing!

I wish that were true. Last time they boarded us they said "safety inspection" but they were really searching for drugs. I knew that when they wanted to do skin swabs on everyone aboard. This was in the passage off Yucatan. They radar tracked us all morning (have detector) and approached and boarded around noon. I asked why they were searching us when we were Headed SOUTH to Panama? I used to like the Coasties but these guys were over bearing and altogether unpleasant.

I'm all for law and order, but it's gone way too far from the concept of do no "wrong, harm, or injury," to your fellow man. The whole system of law has been abused to the point that we have become vassals of the big brother state, with thousands of state enforcers dictating every facet of our daily lives. I am amazed by all what they were asking for. Do you need a licence to operate a sailboat in the USA? Also I still didn't get what the “plaques or placard” are. Quite strict bureaucracy for US flagged vessel. I have sail around western Europe and the Caribbean and I have never been asked half of what they’ve asked you. Here in the UK, HM Coastguards are only competent to prevent loss of life at sea and on the coast and the agency provide legislation and guidance on maritime matters and certification to seafarers. They organise rescue with other agencies (RNLI (lifeboat), firemen, police, ambulance...) they cannot board your vessel (unless it’s an emergency). Very interesting share though and courteous Coastguard agents.

I crewed on a yacht and were boarded by the coast guard who were very rude and disrespectful and rummaged through what they could and were making a mess, the captain made a call to the owner and were off the boat in a hurry. The owner had connections in high and probably low places.

I would say the minor inconvenience of being stopped and shown what might be wrong is worth it the ocean is a very unforgiving place and each boat and crew needs every advantage they can get and to make sure their safety equipment is up to date is most certainly critical.. I got mixed emotions about this one. On one hand, thanks you coast guard for all you do. This was obviously a training exercise for them, when they had to be told to go inside the boat to find the bilge. Only way the noobs will get better is to do it. Glad they boarded a boat with a compliant crew, made life easier for everyone. However, a reasonable judgment can be made within 10 seconds of meeting someone. Simply asking the necessary questions to see if they were in compliance, and not smelling alcohol or or weed on the captain should be enough to suffice. If suspicion is raised, continue with the investigation, otherwise take their word for it and move on. The whole process should take less than 5 minutes unless an investigation is warranted. Leave it to the captain to be responsible for the souls on their boat, and let the CG assist in emergencies. Just my opinion.

Whenever I see the coasties I get the same feeling as when I'm driving down the highway doing the speed limit and I see a highway patrol man pointing a radar in my direction. That coast guard visit seems annoying , really I've been sailing 12 years in Canada and have never been boarded by coast guard or police . They usually leave sailboats alone and go after speeders, wake makers , and seadoo's

Canada doesn't have as much of a smuggling problem from the islands. That's why they're interested in looking in the bilge. The rest of it is just for show, but news of the enforcement does help a small amount in keeping other boaters compliant with dumping and safety rules. It's not a lot different than the TSA theater in the air ports, but does actually server a bit of a purpose.

If you are the only boat in the area and they are bored, they will likely stop you. One way to avoid stops is to have a current safety inspection sticker in your window from Coast Guard Aux.

They are young and need to learn- probably one experienced guy and two newbies- it appeared they only slowed down for boarding but then they could maintain speed and heading (at least that’s how I heard it). There are truck drivers smuggling contraband, women and drugs and its the same on the water. I suspect this random check helps keep the “pirates” on their toes and non- pirates safe 😎 i worked for the Motor Carrier Safety Administration for many years and these random roadside inspections happened all the time to truck drivers…..
