A great tribute to the late Bob Popovics. This fly is an improvement to the Seaducer since it hovers vs. sinking and jigging. Definitely one of the patterns in my box.

That looks a lot like the old Tarpon Fly they Sea Ducer with some cool customizations. The Sea Ducer was designed so that it hovered in the water when you stopped stripping. Pretty much every other Tarpon fly would nose down and sink when you stopped stripping. With the use of the web in the feathers, I would presume this fly won't hover? This is a cool fly! Nice variation of a Homer Rhodes seaducer. This looks like an improvement with more action.
Nice tie and nice video. When you fold the web back as you wind it, dampen the fingers you are stroking them with a bit of water. It will hold that fold back in place and makes it easier to wrap the folded hackle. Of course, it dampens them and the web holds water really well, so be sure you have measured your web fibers like he showed us in the video with the second fiber before you dampen them for wrapping. The old trick back in the 70's was to just lick your fingers a bit before folding and wrapping, but now days who knows what the feathers have been treated with, so a small glass of water on your desk is a good choice. Make sure it's a small bit of water, just enough to wet your finger tips, so it doesn't soak all your materials if you spill it! Been there, done that, don't recommend it.
