The courts will err on the side of leaving children with their parents if they're willing to keep them, because it's actually difficult to find loving parents who will unconditionally care for a child. I'm not saying it's right, but I will say that many foster children live some of the saddest lives you'll ever hear about. For many, it's a childhood spent with strangers who you will never be able to connect with. I'm not saying this situation is better for the kids or anything. Just in general. People are always shocked when abusive parents still have their kids, but it's almost always easier for everyone to try to fix the parents' behavior than to get rid of them.
