And, in the grand scheme of things, the amount her taxes actually pay towards his salary is probably less than 10 cents per year. Pretty much a karen royal flush. You are a man and i am scared because i am a woman. You cant approach my car in that man way. I pay your salary. I want to cite the law and code when i dont know what it is. I will avoid admitting i broke the law and instead direct any wrongdoing to you, the police. I want your name and badge number so i can tell your manager. Stop taking about my ticket and what law i broke and listen to me, you are not listening to me, listen to me try to insult you more.

Im pretty sure he would've written the ticket either way, texting and driving isnt something he should overlook even if the person is kind and acting proper. The question "Any particular reason why you did this" is just in case if there might actually have been an urgent/important reason he might pardon them or at least speed up writing the ticket or postpone it.

He may have seemed a little pouty but he stayed calm, civil, and did his job. Maybe walking up was a bad idea but he may have intended to give her a verbal warning? She pulled the "Am I being pulled over?"

Except she was completely correct and he was probably just blatantly lying hoping she didn't decide to fight it in court. No law enforcement officer shall stop an automobile for the sole purpose of determining whether a violation of division (A) of §4511 has been or is being committed for the sole purpose of issuing a ticket, citation, or summons for a violation of that nature or causing the arrest of or commencing a prosecution of a person for a violation of that nature. Likewise, no law enforcement officer shall view the interior or visually inspect any automobile being operated on any street or highway for the sole purpose of determining whether a violation of that nature has been or is being committed.
