Spain uses a parliamentary system, which means if you want to become prime minister and form a government, you should have at least %50 of the seats in the parliament. People's Party and its allies had the PLURALITY of the seats, not the majority. Other parties were mostly left-wing minority parties that supported the Socialist Party. So, the Socialist Party and other parties number of deputies surpassed the majority and that's how Sanchez was reelected. Spanish Senate is not part of the process, also MEPs and local governments are irrelevant in this process.
