France has got an ocean to west of them and weak enemies with mountain ranges to the south and a channel to their north there only true threat comes from the east i.e. Germany. While Russia has weak enemies in the east and their really threat is from the west i.e Germany. There is a reason why Russia and France allied a lot of times through history to contain Germany.
