Hop is technically the strongest rival since he has a legendary pokemon Change my mind (Edit: People are telling me N and gladion also have legendaries, I'm sorry, I forgot about them.) (Edit 2: Technically, stat wise, hop is stronger. If you play sword or shield, hop will get either zacian or zamazenta, both having a base stat total of 720. That's the same base stat as Arceus.
