Boris haters would never watch this video, partly because of the KZbin algorythms and also the fact that people rarely listen to opposite points of view. Those are the reasons the antivax brigade got such good traction. As soon as rubbish goes viral the mainstream media outlets pick it up and report it as gospel. DS's comments will never be watched by as many that regularly trawl through rubbish on social media.

Well said and presented Dr. Starkey. The one thing I wish Cummings could of stayed on to achieve, was the cutting down and routing out of the wasteful, feet dragging civil service. It's no wonder Priti Patel is having such a difficult time getting change and efficiency out of the Home Office, it's full of these types.

Amen. The normal process of government is that civil servants advise, politicians accept the advice., the advice proves to be wrong, the politician is forced to resign, civil servants remain to advise the replacement politician. Of course there is an alternative path where the politician rejects the advice, and the civil servants carry on as if he had taken it. In extremis a politician who objects to this will be accused of bullying. If the vote is to mean anything those we elect must be free to appoint whatever advisors they like, and dismiss any advisor they like. At present we are governed by anonymous unaccountable people whose competence and honesty is open to question yet cannot be questioned. And since we are talking about an offence which judging both by the penalty and the procedure is equivalent to a parking fine, the only reason to make a fuss is political. Clearly some of the Downing Street staff did not like Mr. Johnson, and were unprofessional enough to let that get in the way of their duty- else we'd never have heard a peep. It is past time that this country was ruled by its elected government, rather than shadowy figures no-one has heard of and no-one can replace.

As a severely demoralised, disaffected and disgruntled Whitehall civil servant may I say I fully agree. To be clear, I’m making no excuses for this government, my opinion of them is not high. None the less this, and much more besides, is the failure of my colleagues. Usually CS act as whipping boys, so I’m rather surprised that this time their role in this farrago is being overlooked. I’m ashamed of my profession, I love my job, I believe passionately in our role as upholders of our democracy BUT the past few years have utterly depressed me. I could go on, but for brevity, this is not the CS I joined, nor is it the one the country needs and deserves. Not a chap I always agree with, but Dominic Cummings’ ideas on how the CS needs reformed aren’t far from the mark. Honestly, I’m infuriated! Edit: Here’s an interesting fact for you. When interviewing in the CS, for either new entrants or inside moves, one isn’t allowed to take into account the applicants experience. Truly. Instead interviews are based almost exclusively on ‘competency’ questions. A form of tickbox bullish;t bingo where unsurprisingly those who bull the best do the best. This explains much. David is spot on when he calls out my colleagues ‘arrogance & entitlement’.

You get a percentage of successful applicants who are clued in and can do their job where as the rest are piss poor. Drags the whole workforce down and leaves moral low.

@MrsMojo l’m not sure how helpful that would be. I’m toying with the idea of doing some sort of academic research / report into it though. I sincerely feel it’s an issue that needs confronted and corrected. A skilled and functioning CS is integral to the success of any government and in turn the country, and this one is failing. Here’s an example from the past few days - it came out that Priti Patel had to issue a Ministerial Directive over CS concerns regarding the value for money case in the immigrantion/Rwanda policy decision. Setting aside any personal views, as the CS ought, a vfm case in this instance is actually pretty straightforward. Contrast this with the amount of money lost to fraud / dubious PPE contracts /eat out to help out schemes during covid. Where were CS concern then? How many ministerial directives were issued during these decisions? I’m tempted to FOI but feel it would be inappropriate.

Useful analysis, thank you for taking us through this level of detail. At a time when democracy is being tested by autocracy we must take extra care not to shoot ourselves in the foot. On the one hand, leadership acting contrary to their own dictat is a feature of autocracy and we should reject it. On the other hand, in an autocracy these things are hidden from view, sometimes at the cost of lives. Here we have full exposure, admissions of fault, justice eventually being seen to be done. Many say justice, accountability and good governance requires the resignation of the PM. Thanks to your analysis I think it fair to say the the PM was let down by his staff. He did not lie to Parliament and need not step down for that reason. This is important for the integrity of parliamentary democracy. Whatever his failings, the PM should not be removed or howled from office as a result of honest mistakes or staff stuff ups of negligible importance. If democracy is to survive this century we have to keep a sense of proportion. Would we have howled for Churchill’s resignation for flying without a license or working under the influence? When seen in perspective, none of that matters to the defence of democracy and the defence of truth. Better to direct our moral outrage to the horrors unleashed by a leadership that truly acts contrary to the interests of all humanity.

Certainly brave of David Starkey to say something potentially so unpopular. But isn't that what has always made Starkey worth listening to. I've certainly heard Starkey make arguments I disagreed with in the past. But I've usually found it interesting to listen to him. The people in the comments saying "How dare you?" and "You're a fool", or "You're a dupe of Tory propaganda", "I'm never going to listen to you again", are the people making this world a worse place. Reasoned arguments - even if they're wrong - always have a place in a healthy society. Denunciations, accusations of brainwashing, and attempts to hurt peoples feelings, are all a result of the tendency within human nature to enforce conformity at the expense of reason. In this case, Starkey' argument is quite moderate, that the PM didn't think he was breaking the rules when/if he did so. Occam's Razor would actually lead us to expect this to be true: everyone is the hero of his own story, nobody thinks of himself as a rule breaker. But people are reacting with uncomplicated, unnuanced, outrage. This video is an act of moral courage by David Starkey. Regardless of whether you agree, you should say, "good for him".

For if Boris Johnson's own government actually wrote these rules, then who are police officers to say that one of the key-authors' interpretation of them was wrong and that their own interpretation of them as mere readers, was right? The whole episode is beyond farcical.

You're right, Dr Starkey, to point out the appalling behaviour of these two women one of whom is now a burden on the ratepayers of Sheffield. You're also right to say that we need to deal with the rot at the heart of government. There's a but and it's a big but. Ultimate responsibility for the correct functioning of government lies with Boris Johnson. It was he who set the tone. It was he who could have created such an atmosphere as would have ensured that civil servants were doing their appointed tasks. But he didn't. I suspect that he was so lazy in his thought processes that he didn't bother to ensure correct functioning of departments. It was the same kind of laziness that led to the signing of the NI Protocol. Although there are mitigating factors, Johnson cannot be absolved. He's absolutely not the man to deal with the rot in government. He's not fit to govern.

I'm lost for words, you make your case very well with your usual meticulous attention to detail. Not that it is strictly relevant to the point you are trying to make, but I personally feel Boris has been judged very harshly by his party and by people generally. The Owen Paterson matter was his greatest foppa for me but the rest of it was small potatoes and certainly not a hanging offense. Considering his management of the Pandemic era, vaccine success etc, etc, I think on balance he handled matters fairly well but then I guess there is little gratitude when it comes to politics.

All the media were in a frenzy at the time having a go at the government because they said we didn't lockdown early enough. England has had far less draconian measures than a lot of other countries because of Boris Johnson.

This merry go round of top civil "servants" to public sector roles that all have fantastic pay, t&c and amazing pensions is why nothing ever changes. Needs root and branch reform or this country is finished. If necessary that means the citizens enforcing that charge.

Another excellent one Mr Starkey. A long time ago I worked at the MOD, and I left because I was so unhappy working there. I'm an engineer, so I had other options in life. Many don't. Working at the MOD I learned how central government worked, so I didn't need to hear this to know it. In any case everyone I explained it to thought i was nuts. The problem is that peple don't understand how government works. Maybe school kids should be taught how their country functions.

In truth, the jury his still out in respect to how this goes in respect to the PM - it has to be because the Met have stated there are another six incidents, which may incur similar penalties, in regards to the PM himself. If any of these reveal other infractions, then he clearly lied. The other "pending" matter is the Gray report which, if recent statements are true, may be delayed again, and may only appear in a redacted form to the public, all of which is very troubling. I suspect the far greater burden of guilt in all of this, as Mr Starkey states, lies with the public servants and their behaviour, but this may not be the limit of these troubles, and that, at some point, may well become clear. To quote from the press: "The Prime Minister faced accusations that an office gathering to mark the exit of Lee Cain, the former Number 10 Director of Communications, was not a party “until he arrived”. It has been claimed that a photographer was present and captured pictures of Mr. Johnson at the event, which took place on November 13th 2020. Downing Street did not dispute the description of the event but said it was untrue that Mr. Johnson had organised it. The Prime Minister’s actions at the event - which allegedly included delivering a speech, pouring drinks for people and drinking himself - will threaten to derail his argument that “all rules were followed”. Mr. Johnson is expected to receive a second fine from the Metropolitan Police, with organisers of large gatherings facing penalties of up to £10,000. Senior Conservative MPs said that if the party performed poorly in next month’s local elections, this could provide a fresh pretext for attempts to move against the Prime Minister. Mr Johnson is preparing for one of the toughest political weeks of his time in office, as he faces MPs in the Commons tomorrow to give a statement over his “partygate” fine". What is reassuring at present is that this is still deemed a matter of public concern here, which says something quite healthy about the British mindset.

We are ruled by unelected then. Youngsters, or civil servants who push the MPs and ministers towards a doctrine. What is our measure, ethic, ethos, world view? That's why the West will never prevail. We have nothing to follow. Recent Archbishop of Canterbury comments of "ungodly" policy re Rewanda, but what is the "Godly" policy? Are we purely secular, or a pseudo Christian nation, if Christian, what is Christian of our politic?

Just read all the comments to date, amazing how many people took away only what they wanted to hear or thought thy heard. In fact Starkey went out of his way, in the introduction, to make clear the points of fact he was making and what he was and was not suggesting from those foundations. This was not a vindication of Boris' behaviour - it was simply an analysis of the events which showed a callous sense of political and moral laissez faire from the civil service which is supposed to be assigned the task of keeping the political classes in check.

Indeed, though there's a quid pro quo underpinning all this callousness and moral laissez faire. If we were to become more bravely inquisitive, I believe we would find many more such mutually accommodating relationships between civil servants and government. It explains the degradation of so many of our public services.

Well put David, thank you. However, the bottom line is that as Johnson is the PM, he needed, and still needs, to get a grip on his team and dictate policy. It’s not good enough to say he has a ‘big picture’ style if he cannot get the fundamentals right and control the policies being written up by his flunkies. By delegating his decisions downwards and not supervising closely and paying attention, he doesn’t have a clue as to what his people are doing. The result is a chaotic shambles full of bluster and piffle.

Brilliant analysis and really stimulating speech with some excellent insights! I've subscribed for more! I don't think the 'Boris told the truth' argument is very strong though - he showed his understanding of the rules when he wrote to that 7yo. Knowing others were breaking the rules does not get him off (and I agree they were worse breaches), it just undermines his honesty when he says 'no rules were broken' . Certainly you can argue he was corrupted by the worse behaviour, and I'd accept that, but he tolerated clear rulebreaking so guily either way. Excellent points for consideration but I'm not convinced the central claim is satisfied. Bravo for all the other points though!

I find it interesting that there is no mention of Allegra Stratton in David Starkey's attempt to exculpate Johnson. I cannot for one moment believe that Johnson was unaware of his involvement in what was indeed a culture of rulebreaking when his then Press Secretary is on public record, practising her excuses of his rulebreaking. Even given that he is not a details man, Johnson would need to be extraordinarily lacking in basic intelligence and judgement if he failed to understand this. Are we to believe that his Press Secretary understood the rules that he didn't? Not to mention that the birthday party breach of the rules is probably the least egregious breach for which he will he be fined.

Maybe so, but to claim that Johnson was merely "confused" really doesn't cut it. Surely these senior civil servants Johnson himself appointed, one of the most important functions of a leader is appointments. And as you've said, excusing Johnson because he's not a detailed man doesn't excuse him. It's an extraordinary failure at every level of the PM's office. You'd have thought that the PM would have had a heighten sense of awareness at a time of national crisis. And there is also the discovery of traces of cocaine at Westminster including some found at the loos near the PM's office there. A rich man's illicit pleasure. What should we think about that? And the restrictions themselves, many think that they did more harm than good. Scandalous PPE contracts, the failed contact and trace system, the waste of the Nightingale hospital. Something stinks and me as an average Joe suspects that what's in the public domain is just the tip of the iceberg. My uncle, dead now and retired 20+ years ago, fought in WW2, joined the civil service after demob, ended up in a very senior position in Whitehall, a jovial but upright and incisive man, seems to me to represent a bygone age of proprietary and wisdom.

I look forward to the next PMQ's when Mr Blackford brings up the awful behaviour of a leader of a government breaking Covid rules and how in deep the enquiry must be. He will of course ask for another 30 million pounds to deal with training to stop others copying her behaviour.

Surely, the point is not whether BJ (or the other protagonists) broke the lockdown rules, but that he concluded doing so would have no adverse health consequences for him, the staff, or his own family. So what was the lockdown for exactly?

Did Kate Josephs, like Helen Macnamara, read at Cambridge too? No wonder all I come across in various organizations is willful perpetuity of rules for others not observed by certain staff members, while operational dysfunctionality and very material underperformance are rampant if these 2 delinquents are being employed, rather than ejected, despite their evident disregard for personal rule observation. Anyone with material experience in offices around the West will know of the Macnamaras who regularly get away with ignoring instructions and rules (causing operational failure), and anyone who doesn't has very little experience in Western offices culture.
