Broly is the best contender. The issue with SSJ3 is the fact it drains your ki and Stamina. But Broly's Ki keeps erupting out of him. SSJ3 May even help him to contain and use that power instead of letting it drive him mad.

Damn…i can imagine if goku would be able to achieve this form it would be very difficult to sustain it for even short amount of time because if you think about it goku’s super saiyan 3 was just draining too much of his energy and if this form was real it would probably drain his energy perhaps 5 times faster maybe more
