The first I'd do is drop that Merc and put Yami SHO in there. My 17' has the 90 SHO and it is awesome. As boat brand that sells reliability, they sure teamed up with a crappy engine manufacture. I would never trust a Merc to go out on the open ocean.

Aft Bilge pump hard wired? So when the battery is turned off and it rains (while docked) it will drain. Or does the plug located at the aft need to be unplugged ?

Aft scuppers, don't need the bilge running while docked, no need for plugs.

We have the high rails on ours with a split bow. You can customize it as you like.

Also, you can take the cushions off the bow and its a large casting deck. What are you talking about?
