This is actually some clever satire - it's basically pointing out that Hollywood producers will greenlight any garbage script that comes their way without bothering to read it, as long as they can get a star attached to it.

He's torn the car cell phone loose right before this scene. That tuft of hair was a clip-on ponytail that he ditched. This is an excellent movie for all the side stuff that goes on in it. Another running gag are the Mexican day laborers as film crew who are seen to snap into their roles and become a polished production crew of auteurs.

Honestly Bowfinger couldn't really be made the same way today. Or at least the initial setbacks. Sure if he wanted it in a movie theater, he'd need to work with a distributor. But many other things he wouldn't have had too much trouble with. He could get a Red One(or cheaper but really good digital cameras). Use KZbin/Vimeo to host the film. Modern software would give him nearly the same tools for editing. Wouldn't need to buy film. It's funny how this movie came out just before anyone could go shoot their own tv show or movie and upload it.Bypassing all the Hollywood nonsense.
