I've lived in Australia for decades, we came from Bradford. Last time I went back it was beyond a dump. I can't see this concept being supported in the minds of the masses.

Over the past few days taxi after taxi have pulled up and taken bags of grit from the grit box at the road side. Before any residents had a chance to get their cars dug out and grit the road. The grit box was stolen in broad daylight. It was so blatant. Unable to say anything as people are scared of repercussions. That is my city of culture.
