In the UK being "active" means, you are on job stab/kill opps etc. He was basically saying all these gang members are saying they are active and do all these things to impress women, when dave at his age was more focused on getting money and grinding and his priorities were different to theirs, such as getting properties in Pakistan (Properties are long term investment), basically saying Dave thinks for the future, whereas these gang members are just living in the moment

He is talking about the youth, especially from minority backgrounds that understand the problem and complain about the system but all they do is hop on twitter instead of signing petitions and voting. As for the referendum it was voting for the UK to leave or remain in the European Union. Many young people wanted to remain because it means better job opportunities, makes studying abroad easier and going on holidays to other european countries cheaper and less complicated on top of making their degrees valid in other countries. But many young people didn't bother to vote despite brexit affecting them the most.
