could you have just cleaned the return and not have to rebuild the whole thing?

No, this would not work, the brakes can even start to drag, if not rebuilt at this point. The reason for the rebuild is because the brake lever is sticking, meaning they have gone past the point where a cleaning, by flushing brake fluid and cleaning reservoir, will fix the problem. The seals and springs definitely must be replaced to restore the integrity of the brake system. Being that DOT 4, absorbs moisture, it is common for maintenance to be regularly done.
