Brand New Battery Wont Charge _ Black+Decker 18V

Here we will balance the cells of the battery of 18V
I'm using 12 Volt 1.3 Ah Battery and we connect parallel about 10 to 15 minutes.
We connect the + + and - - .
Imbalanced cells lock away otherwise usable energy and cannot be fully charged or fully discharged.
