He is correct. According to the FEC, the largest amount a campaign can contribute to another campaign is $2,000. The rest shall either be returned or donated to charity. SInce neither Biden nor Harris were nominated, the only Candidate running under the Biden Campaign was Biden. IOW she does not have access to those funds and until she is nominated, any funds she receives cannot be used by her VP pick.

Refunding the funds that were given to Biden would be the honorable thing to do, not to mention the legal thing to do. These donors could turn around and immediately donate the money to Harris if they wanted to. Are the Dems that afraid that donors who supported Biden may have just tolerated Harris as VP, but would not be willing to actually support her as the "nominee"?
