Since becoming the President of Brazil in 2019, Jair Bolsonaro has signed decrees to get tough on drugs and relax gun laws. But has it worked? Not really.

That's corruption, this is as old as time. It isn't some massive conspiracy (other than the drug lords and corrupt politicians etc conspiring), not some nefarious global order. Still, drug lords + corrupt politicians and corrupt police is an enormous problem. Don't let my clarification sound like an endorsement, it is not.

@@findmeifyoucan right, however this policy has been tried for decades and we are drowning in cocaine today, more than decades ago. This series also has a video about the Philippines approach vs the Portuguese approach, I'd recommend that you watch it before saying duterte has the answer.

An important thing to understand about the favela structure, is that the drug dealers inside the favelas will rarely step outside it, usually just to runaway from police. And the brazilian war on drugs tends to focus all its efforts on the favelas, almost never discussing how the drugs and weaponry reaches this favelas. The ridiculous amount of cases of Army officers caught transporting drugs and irregular firearms, is usually taken as small news of isolated cases that should not be used to tarnish the Army image.

The dude towards the end was like "killing civilians" but never mentioned how many of them or proved anything tbh. Funny thing is the news in brazil also blames the cops in Rio as if the criminal fucks in the favelas never hit any of the homes killing innocents when they shoot and they miss the police majority of the time guess where those bullets go? It's easier for them to blame the police kkkk they don't want negative attention from the gangs

I find hilarious how eveyone blames the police (i know there are some corrupt officers in the force) but forget that they are people, and (most of the time) they shoot because they are in a unsafe situation, with CRIMINALS shotting them. I have seen with my onw eyes one of these famous shotting scenes where 10+ criminals died and the media blamed the police of killing "youung innocent people from the favelas", when in reality they were shooting them or helping the ones shooting in a way. There are a lot of good people in a favela, but stop with this idea that the police is only killing good hard working people, its just so fucking far from the truth that its hilarious (Before someone say something, i live in alemão, i fucking know about favelas)

I find this video a little bit unnacurate. What we brazilians and the world sees is just the news of police raiding Rio's favelas, fighting against mainly Red Command and other organised (not so) groups. But if you research better, the overseas drug traficking (since from the production, transport, distribution and dispatch on the main brazilian ports) is majorly comanded by the PCC (Capital First Comand), which was born in the São Paulo State prisons. The bigger problem is: Red Comand and other minor groups from Rio, can't evolve into major bigger drug trafficking business. The Capital First Comand (from São Paulo) is evolving into a cartel, that's the true main issue.

@@crybabygbc1026 I am with you on doing something about the war on drugs, it's insanity, and obviously futile...I cannot bring myself to "legalization", as what it means, but do something to take power away from violence. The only reason I hesitate against legalization is due to the, "social services"...I live in Canada, I would have no issue with legal everything, as long as we had no welfare, nor free healthcare...if drugs were totally legal, then every individual is responsible for themself. I enjoy getting weird now and again, I would never expect someone else to support me. It is a terribly complicated issue, only because governments have become so far reaching, involved in every facet of life.

There is nothing wrong with having a weapon at home to defend yourself, the report acts like if they ban gun like drug the criminals will obey that. The damn problem is poverty corruption, just like any other countries with this problem

He was just listing solutions what in the past have failed to work but rather invoke more sense of insecurity(like in the Philippines and Mexico). The report did hit the poverty corruption with segregated community that has been a core factor of such chaos from the government.

This video is incredibly biased and makes so many false equivalencies It's actually insane. The way they just threw in a bunch of statistics and at breakneck speed moved on to how policing is handled in low and high crime communities just to chalk it up to racism without a single bit of explanation besides unsubstantiated opinion made me cringe so hard, I could find better analysis on a twitter thread. It reeks of pseudo-intellectualism, something I would put together at last minute in an attempt to attain a minimum word count for a school essay. Vice is not even trying to be center-left anymore, this is just a straight up unapologetic far-left hit piece vilifying everyone but the criminals, they literally just go completely mask off towards the end and say cops are going into favelas only to kill innocent civilians. I find it not only concerning but at the same time inspiring that these people were hired for their jobs and get paid for it despite their incompetency, good job finessing that bag from a dying company I guess.

Yup but keep in mind not all brasil is like this these are strictly URBAN problems and city folk issues. In the countryside the worse crimes you see in brasil are ppl mistaking their neighbors cows for their own and taking them by accident or domestic issues. That’s why we never go to large cities unless we rlly have to which is rarely luckily

The last study I can find on the murder rate in Brazil was from 2018, so I'm not sure where the narrator is getting the information to support his claim that it drastically increased under the new President's policies. All I can use are historical trends, which were already on an upward trajectory from before the new guy was elected.

It's fake news. The number of homicides in Brazil in 2021 was reported to be 41.069 by Ipea, the lowest number in their historical series which started in 2007. Because of population growth, the homicide rate is reduced further. 2015 - 56k 2016 - 58k 2017 - 59k 2018 - 52k 2019 - 42k (Bolsonaro assumes office) 2020 - 44k 2021 - 41k

The year ending 2021 was only a estimate not a official count. Let's NOT forget militia killings by corrupt police that are in the thousands

What really happen was a discution about shoot criminals armed with rifles instead trying to arrest them. People need to understand that the police is rulled by the law and only the president can't just say to the police officers to kill anyone without consequences.

After making friends with some police officers in Brazil, I now have a huge respect for them. Not only they are the friendliest cops I've ever met, they also do a very dangerous job as the crime in Brazil is crazy.

I have lived in a Medium-lowerclass area in Rio,Brazil for 2 years,some delivery drivers won’t come here because it’s to dangerous and they classify this as a favela,I’m white and I have never had or seen any violence,I walk to gym at night alone no problem or walk the dogs,Brazil is a beautiful country just dangerous in the wrong places,I’m from South Africa só this is more similar to me I think Europeans or Americans would not feel safe where I stay but for me it’s chilled,just to many barking fking dogs.

If the criminal population has firearms then it makes sense to be armed yourself. The only people who are against gun and self defence are these people that think talking to someone with a pistol is going to save your life rather than shoot. I think anyone anywhere should have the right to own firearms for self defence

Depends on the criminal population you are talking about. Against drug addicts looking for small stuff, maybe, but If criminals from these factions like red command or pcc knew that you have guns in your house, they would rob you for the guns. And don’t think you can defend yourself against them, just search about the prosegur robbery in Paraguai or the new cangaço in Brazil and you will understand why they don’t give a s if you think you can defend yourself. This is one do the reasons I’m against guns for population in Brazil. Brazil is not New Zealand or similar countries.

Maybe in the future when people are gonna have a higher IQ and are gonna realise you only gotta use a gun when it’s life/death situation. Here in the U.K. you got situations for example where I saw people backing out 15 inch knives because the guy cussed his mum and that. I know what goes on in the USA aswell, too many trigger happy people. I think that they should make a test based on the valuation of life, not safety and all that bs that they teach you at gun licence course. They should see if you’re a human being that values human life or not.

Actually drug is legalized in these countries and sold by the cartels. The government tries to curb the drug spread everywhere that pull down the economy. Unfortunately, not working very well as the cartels kill the cops saying that the country should not make the drug illegal like that as the cartel prefer the drug business to be legal in their own term so they blow up the law enforcement. Unfortunately, some cartels didn't like some other drug cartels and decide to eliminate the other cartels because both these cartels want the drug business to be legal in their own term and declare that other drug cartels try to limit their freedom to sell drug ( another words for stealing their fair share of drug business). lol and hence we have the war on drugs lol they just blow each other way to make big money here. lol

I won't necessarily end drug addiction, but with the legalisation of less harmful substances could ensure better state control. Having these drugs as legitimate businesses will reduce the income of drug lords and other associated parties. Also, like alcohol and cigarettes, the sale would be prohibited to minors. It isn't a perfefect solution, but it is a start.

@@tazzthedoodle7861 Yes, it can, even though alcohol tends to be far less deadly (and far less debilitating / mentally incapacitating) than most of those "recreational" drugs. But once that Pandora's box has been opened already, there's no way back anymore. Anything that has already been (erroneously) legalized at some point just can't be banned once again afterwards, without creating a whole new industry for organized crime.

As a Brazilian, I can confirm that the drug trade increased a lot, and it will still grow forever. Basic economics, is the law of supply and demand. Definitely something should be done to deal with this problem, and I dont believe that violence is the answer. But I can also confirm that civilian causalities decreased a lot now that people can own guys. Criminals never got their guns in the legal market anyways. If there is one good thing Bolsonaro did, it was making it easier to acquire guns.

I recall visiting Rio back in the 70s. At that time, despite the favelas, it was truly a beautiful city and relatively safe (Brazil at the time was still a dictatorship). I remember strolling down colorful Avenida Atlantica and thinking that the entire city must live on its beaches. Perhaps a little idealistically, I used to think that the Cariocas were the luckiest people in the world to live in such a vibrant city. I'm glad I got to see it before it descended into chaos.

I wouldn't say that it descended into chaos, but rather forced into silence by "peacekeepers", and when repressed long enough, it explodes. The thing is that today that can be exposed for everyone to see and take their conclusions upon it. You see, when you visited Brazil in the 70's, the government at that time was a military, and rather controversional one, as any autocracy is. And of course they kept the primary touristic regions safe and sound, by occupying the favela regions much like as you've seen in this video (i guess, i wasn't even born yet), they managed to keep the apparent violence under control. But the favelas only kept getting larger and larger.. Many brazilians have this 'nostalgic' and 'idealistic' feelings about the military government, mostly the middle class, as they felt "safer" in those times. Are they right? Who knows? Its not like they kept records of every person they tortured or killed by some weak motive, they kept sweeping it under the rugs. By some estimates, during the military regime, the criminality actually spiked. Its obvious when you think about it, violence generates more violence. Don't get me wrong, I live in São Paulo, and there's too many beautiful things here in this country that it is unfathomable and too many to count, we have such a diverse, awesome people and places to visit! Its just that we're just living in some strange times, I guess. But I hope that your visit to Rio during that time was pleasant, as do I hope that the next ones can too be filled with that same feeling of comfort and awe that you had the first time around, regardless of where you want to visit! There's also many beautiful things to see in the favelas, the improvised soccer matches played by the children, people talking to each other just for the sake of it, an entire culture of its own, to be honest, and a rather beautiful one too!

@@leandragem96 Please don't misunderstand. I am not in any way idealizing the dictatorship. I am aware of how repressive it was. And yes, I did not venture into any favelas. We stayed very much near the beaches and other places for tourists. But as you said, Rio has since exploded. I know some Brazilian immigrants where I live and they have told me some pretty frightening things about Rio today. For example, they told me that carjackings are so common in the city now that at night drivers are allowed to run red lights at intersections traffic conditions permitting because if they stop at a red light, chances are they will be carjacked and maybe even killed. I love Brazilian culture like the samba, the food, the music and everything else. And I hope to one day return to Rio but only when it is safer to do so.

This is beyond the legalization of drugs. In fact, the fact they're illegal is better for business for the dealers and traffickers than if it's legal. They get to mark up prices under the guise of "risk" factors. Hell, they're probably filling the pockets of many politicians to keep it that way. That being said, with such a big problem in Brazil of narco-violence, many would opt for having a unit like the BOPE in place to handle it.

SP, Rio, Minas, os estados do sul e MT sao os mais seguros. Em 2021 tivemos 41 mil homicídios, o índice mais baixo das últimas décadas, estamos melhorando muito! Having lived in Brazil 🇧🇷 for more than five years I had friends in the police military across ranking officers. Their gun laws were absolutely ridiculous! Citizens were not allowed to get firearms. If you owned a firearm you were not allowed to take the firearm outside of your house. So the criminal elements exploited these laws to there advantage. Carjacking. Armed robbery, motorcycle jacking was high in major metropolitan cities . Being an American living there my military friends said they could help me to legally get a firearm. I had to consider the cost if I as an American shot a Brazilian criminal defending my family. The courts there are in favor of Brazilians . The favellas are poor neighborhoods controlled by drug lords . I have a friend , a pastor who has a church in a favella . He told us while going to his church to follow his car closely going to the church. For strict safety reasons. The drug lord wanted to meet with him before he opened his church. This drug lord said that the church was needed for the people in his neighborhood. And he would protect the church because it was necessary for the community.It’s important to remember when watching news blips about countries is there is going to be inaccurate reporting. Just like this report saying that the relaxing of the gun laws aren’t working for Brazil BOLOGNA !!! If every citizen were armed in any country the criminal elements would think twice before committing the crime! Remember this reporting on any society or country will have biased inaccurate statements by so called reporters . Brazil is a wonderful country with beautiful sincere people . Their police response time will be longer because of location. If you lived there wouldn’t you want to protect your family?

There's so much to unpack when it comes to this. I live in a CV (red command) favela and its pacified. For the last 3 years its been relatively tranquil. In 2018/19 there was shooting every day for a while. We only have that sporadically now. Last night there was some, but not intense or fór very long. Guns are a daily sight, drugs sold openly. Police stay in their area. In some other areas there are more skirmishes. The Jacarazinho raid was overkill and probably really meant to send a message. I don't think arrest was the first goal. As far as decriminalization it's hard to believe that will be effective because the social programs to support that are non-existent. Employment isn't available for former addicts. Without funding that effort will fail. I don't think there's a real interest in change here. There's no real political concern or will unless it affects power immediately. Brasil needs a new approach starting with education and investment in building jobs and industries. Brasil should really become a tech and coding capital of the world. Maybe specialize in cyber security. These are jobs that pay well, can be educated for in short periods of time and will have immediate financial benefits. The leaders are missing the ball on this.

The history of violence in Rio de Janeiro has some roots. First, the consumption of drugs that comes from the time that the middle class of Rio de Janeiro copied from the cultural movements coming from the USA, especially movements against wars like woodstock and the fashion of the generations that used drugs with the mottos peace, love and not war. The US authorities have had a hard time changing the drug culture that has decimated many young people and the names of great artists. Young people from the USA left their homes and went to live on the streets drugged. In Brazil, this drug culture arrived at the same time and the children of the middle class lived this culture. Another major factor was the displacement of a large part of northeastern emigrants, a poor region with few jobs and a high birth rate that was attracted to job opportunities in the State of São Paulo, which evolved as a large industrial center and lacking in manpower. work for their factories and, the northeast of Brazil, mainly from the rural environment where the bad conditions of the arid soil together with the hydrographic scarcity, (except the São Francisco River) made the State of São Paulo, in accelerated industrial growth, a place to get jobs. Then, the poor of the Northeast region of Brazil started to emigrate to São Paulo and there they got jobs in the factories. Before that period, the Brazilian government encouraged the arrival of Europeans to Brazil and these went to São Paulo, mainly to the southern region of Brazil and there they became great traders in the agribusiness that prospers until today. It should be noted that Rio de Janeiro was the capital of Brazil in the 50s, Brazil decided to take the capital to the center of Brazil and a competition was held to present the best architectural work for the construction of the Brazilian capital and the architect Oscar Niemeyer won and in 1960 the capital was transferred to the center, obtaining the name Brasilia. From then on, Rio de Janeiro ceased to have a capital structure in the country. The legacy that Rio de Janeiro gained, due to the delay in taking action to reverse this situation, created violence in the favelas, because drug dealers rule as a second state, the police only intervene with a war strategy, and in the midst of this chaos the population suffers. . Some measures were taken, such as the lengthening of the São Francisco River to bring water to the Northeast region, as well as the construction of dams and artesian wells and the generation of wind power. Keeping the northeastern people in their land is one of the pillars, but it is necessary to generate jobs there, mainly by improving conditions linked to agribusiness and laying the foundations of education linked to a greater number of industries there. And, another solution is to break the economic base of criminal traffickers by promoting a study to verify whether it pays to release drug use, instructing the State to provide it free of charge in an organized way. Another aspect is to educate everyone from childhood, but especially the children of the middle class, making them aware of the serious problem that affects the slum dwellers and also affects the upper classes in Brazil, as drug dealers also make a living from robberies, kidnappings and all kinds of crimes. which generates violence, social disorder and suffering both for the mothers of soldiers who die in combat and for the mothers of drug traffickers who certainly did not want that fate for their children.

Where did you guys get that 56% of black Brazilians? Wikipedia says Afro-Brazilians make-up 7.6% of the population. That's a huge discrepancy. Even if we include all the people identifying as multiracial (43.1%), it's still not going to make 56%.

I'm not from the Southeast to talk about its racial composition (although Rio certainly has a black majority? And it is like... the 2nd most populated city?)

That's what those who try to cheese racial quotas rely on. But on the street I think we had this divide that "black" were those who have "really black" skin, like most african immigrants. "Light black" would be something else: "mestiço" and "pardo", mostly. Maybe the +50 percentage comes from grouping the non whites and non natives? I believe on the US model even more here would be black haha

The host or writer of this hasn't been in a bad neighborhood that sold drugs and don't understand how violent criminals are. You think they're going to be welcoming to the police if they come giving them gifts and saying you stop doing that now. Slap their wrists and tell them to stop selling drugs and murdering innocent bystanders and other criminals. Their situation has already been out of control to that point where military has to be involved and thats a real war on drugs.

I agree with what you’re saying. The Brazilian gang members aren’t your average ones. They’re people who on average killed dozens of people, and participated in brutal executions, burning alive, flaying, cutting people’s hearts out, chopping them in pieces with machetes etc…

Exactly, these so called writers have been sheltered all their life and think they know best. They think the police and politicians can just play by the rules while dealing with criminals who have been around violence their whole life and who are so used to killing its like drinking a glass of water. The police is just forced to adapt to the brutality, thats why they function like hitsquads there is just no other way. It is so easy to criticize when you are so far away from it all to the point where you basically dont even live in the same reality as the people you are criticizing

The thing about weapons in Brazil was the criminals already had guns, while the common population didn't, and the criminals won't think too much about taking your life, that's the main reason for weapons to become legal in Brazil, so the population can protect themselves, the thing is, there's no death penalty in Brazil, and if a criminal kill someone he might get out in less than 10 years, while countries like the USA would give a death penalty or life imprison... Well, Brazil is too dangerous and there are too many criminals, and the crimes are also horrible if you think beheading, burning someone alive and things like that only happen in wars in the middle east, you should check some gore videos of what the criminals in Brazil do for fun :)

Drugs, guns, and people making bad decision make for a sad story. Greed and a need to feed your family are causing havoc everywhere drugs are grown and sold. Maybe one day it will end. Was interesting to watch. Great video
