Arbitration proceedings is not compulsory. In fact, for arbitration to take place, both parties hace to agree and also accept the arbitrator. Nobody can write a letter instructing someone to appear before arbitration panel.

Traditional council can only sit on Chieftaincy cause brought before its judicial committee by Writ of summons or Petition. The letter you read didn't state the reason why the Chief is invited. My only advice is that, he should attend the the Omanhene's call. If they tell him there's an arbitration case, he should respectfully tell the Chief that he is not ready for any arbitration proceedings. Arbitration proceedings is a free will thing so no need to panic over it.
