Yep Clough is the greatest "English" manager as he built 2 successful clubs with limited resources. Paisley didn't actually build anything. Shanks ( the true genius) took LFC up from Div 2 to the top table and won trophies at home and in Europe. When he retired Paisley who was a lovely old chap and tactically astute, took over the reigns of a very good side and with the help of the boot-room, he decorated the house which Shanks built. Money was no problem for Paisley during his tenure either as he smashed the transfer record whenever he needed a top player! We must also acknowledge that Clough needed Peter Taylor by his side.
