Highly recommend that you stand the motor up instead of flipping it over, there's loose pieces of the failed gasket floating around and by flipping it you could get those pieces into the can/lifter channels and not be able to remove them, by standing it up those pieces should be easier to see and remove once done then you can lay it over and do the repair

I recently did this and now it only runs wide open. Could I have done anything to the governor that would make it do this?

when you put it back on the governor is positioned wide open you might be able to loosen up the governor and retighten
