It is extremely easy to be ready for Cynthia. Garchomp is strong, but it is super easy to take it out. Just need either a faster pokemon, or a tanky pokemon.

Actually in Gen 4 shiny odds are 1:8192 as well. It wasn't until Gen 6 with X and Y when they doubled the shiny odds to 1:4096

I spent 5 weeks straight farming lucky eggs from Chansy encounters in FIRERED, and then again (much easier) in Pokémon pearl. I do these rare item grinds a lot in my play throughs, and yet the only shiny I’ve gotten was a magikarp when I was grinding for nuggets in firered (held by grimer)
