Barbed wire is additional slowing and forces enemies to decide between meleeing/burning utility on you or the barbed wire

Because a good Clash should/will never really go off the shield unless most necessary, the shotgun is enough for setup and frees up a gun spot for a teammate and the impacts arent needed mid-round on Clash, her zaps are also just better for dealing with shields too. Barbed Wire can be better on sites where you can be pinched from multiple angles so you can stay aware where theyre pushing from, but generally the shield is just better.
