After this incident, which was filmed and seen on the Internet by her boss and caused an international shitstorm, she was fired and lost all her benefits. This action was stupid and foolish but it reflects the majority of society, the uneducated masses in the USA, 1:1. Embarrassing and I'm surprised that the ambassador there was not complained to by Germany. The behavior of the American citizen towards a tourist was and is inappropriate.

Alcohol doesn't change who you are. Alcohol lowers your inhibitions. So if you behave badly when drunk but are fine when sober, it means that you are actually that poor person but are so inhibited when sober that you don't show it. Sensible people with sensible attitudes who have had a good upbringing don't behave completely out of character, no matter how drunk they are. They may misbehave slightly or do something embarrassing that they wouldn't otherwise do, they may make a bad decision, but it never ends in a complete breakdown.
