Good options will be touristic cities like Goa, Mumbai, Udaipur, Jaipur etc. there even street holis are much safer compared to places suggested in the comment above.

As foreigner don't allow men to touch a women in any way even if it is a festival. This is India and every country has cultural differences. Indian people are brought up in strict gender differences concept so usually some men donot miss the chance of touching a women which might be very common in foreign country but not in India. All men are not bad but identifying them becomes difficult in a new place. The way one thinks when touching is important it can be safe or unsafe.
